Warm oil and butter in dutch oven.
Sauté onion and bell peppers for 10 minutes.
Add fresh garlic, sauté 30 seconds more.
Add flour and cook 1 minute. Whisk in stock.
Once combined add turkey, black beans, cumin, chili powder, salt, paprika, chipotle, diced jalapeño, cilantro and tortilla strips. Bring to boil then lower heat and simmer uncovered 15 minutes. Ladle soup into serving bowls and garnish.
